Verify a Komodo charter operator in four steps before any money moves: confirm the company’s Indonesian registration and deed, confirm the named vessel’s own measurement and safety certificates, confirm passenger liability insurance covering that exact hull, and confirm the payment account carries the company’s legal name. Pay the deposit by card, never by wire to a personal account.
Everything below explains what each document is called in Indonesian, which office issues it, and what a straight answer sounds like. Why is this harder in Labuan Bajo than in Mallorca?
Mediterranean charters usually run through a broker on standard terms, with a client account holding funds until embarkation. Indonesia has no equivalent convention. You are paying the operator directly, or paying an agent who then pays the operator. The second arrangement is where almost every failure happens.
These are documented cases, not cautionary fiction. On 12 August 2026 Indonesian police reported a suspect identified as SO who allegedly took IDR 244.2 million from a Canadian tour operator; 22 Chinese travellers were left standing at the harbour because the boat had never been booked. The case opened in mid-July 2026.
On 6 April 2026 three German travellers waited five hours at Marina Harbour after a seller failed to produce the boat it had sold them. In 2025 a group of 20 travellers, including an American family, were held at the harbour after a seller collected more than IDR 101 million and never paid the boat owner. In August 2025 ASITA NTT, the regional travel agents’ association, warned that some sellers show photographs of one vessel and supply a different one.
The pattern is consistent: the money reached someone, but it never reached the boat. Verification is the habit of confirming those two parties are the same.
Which documents prove the company is real?
Four documents establish that a legal entity exists and is licensed to sell what it is selling. Ask for all four as PDFs in one message. An operator who holds them attaches them within a working day. An operator who does not will change the subject.

The free check almost nobody makes takes ninety seconds. Search the company name in the Ministry of Law’s public AHU Online register at ahu.go.id, which publishes Perseroan Terbatas profiles. The interface is Indonesian only, but the field you need is the company name. If the PT on your invoice does not appear, stop and ask why.
How do you check the boat, not just the brand?
A properly registered company can still put you on an unregistered hull. Indonesian vessels carry their own paperwork, separate from the operator’s, and every certificate is tied to one named boat.
- Surat Ukur, the measurement certificate showing tonnage and vessel identity. The boat name here must match your contract letter for letter.
- Pas Besar or Pas Kecil, the certificate of registry and the vessel’s formal identity document; which applies depends on ship size.
- Sertifikat Keselamatan Kapal, sometimes issued as a Surat Laik Laut: the seaworthiness certificate, granted after inspection by the KSOP or Syahbandar, the harbourmaster’s office.
- Surat Persetujuan Berlayar, the SPB: port clearance issued voyage by voyage by KSOP Labuan Bajo alongside the passenger manifest. You never receive a copy in advance, so treat it as a procedure the operator should describe without hesitating.
Most tourism phinisi are not SOLAS vessels. They fall under Indonesia’s Non-Convention Vessel Standard, introduced by Ministry of Transportation regulation KM 65/2009, covering construction and stability, equipment, machinery and electrical systems, load line, measurement, manning and operational safety management for Indonesian-flagged ships outside the international conventions. A seller claiming full SOLAS compliance for a wooden phinisi is improvising, and that itself tells you something.
Crew certification is the item guests forget. Ask whether deck crew hold BST, the Basic Safety Training certificate, and whether officers hold Indonesian SKK competency certificates. Then ask two plainer ones: how many crew for how many guests, and who is the first-aid responder. Our published vessel quality standard sets out what we require before a hull carries our guests.
Are you talking to the operator or to a reseller?
Both models are legal and both can be excellent. What matters is knowing which one you are in, because it decides who is accountable at six on departure morning when a generator will not start.

Three questions separate the two models in under a minute. Which hull, by name, is contracted for my dates? Who applies for the SPB? Can a crew member send a live video from that boat’s saloon today? A vague answer to the third is the most reliable warning sign in this market.
What does a safe payment structure look like?
A 50% deposit with the balance due roughly 30 days before departure is the regional norm, and full payment is usual inside 30 days. Nothing about that split is suspicious. What matters is where the money lands and which instrument sent it.
The receiving account name must match the legal entity in your contract. A request to send funds to an individual’s personal account, a third-party agent account, or a company in an unrelated jurisdiction is the moment to pause. It is not about deposit size but whether payment is traceable to the party that owes you a boat.
Why a card beats a wire on a cross-border deposit
British travellers hold the strongest statutory position. Section 75 of the Consumer Credit Act 1974 makes the card issuer jointly liable with the merchant for breach of contract or misrepresentation where the cash price is over GBP 100 and not more than GBP 30,000, even when the merchant is overseas.
American travellers rely on the Fair Credit Billing Act. Dispute in writing within 60 days of the statement carrying the charge; the issuer must acknowledge within 30 days and resolve within two billing cycles, and no later than 90 days.
European travellers should understand one nuance that catches people out. The Package Travel Directive 2015/2302 places insolvency protection on organisers established in an EU Member State: Article 17(1) requires security for the refund of all payments made, and Article 17(3) extends that benefit regardless of the traveller’s residence. A direct booking with an Indonesian operator normally sits outside that framework, so your card network, not the Directive, becomes the practical protection. That argues for paying by card, not against booking direct.
A SWIFT transfer is a push payment. Once credited there is no chargeback mechanism, only a recall request the recipient may decline. Cryptocurrency is worse, being irreversible by design. One line there deserves a second look. Across 179 vessels surveyed, 61 published a nightly rate, and the median came to USD 7,150 whole-boat. A quote far below that band for a comparable vessel is a question to ask out loud, because the gap is funded by something: an older hull, a smaller crew, thinner insurance, or a boat the seller does not yet have.

- Which bank account name will receive the deposit, and can I pay by card?
- What is your written policy if weather or a mechanical fault shortens the itinerary?

Yes. The Ministry of Law’s AHU Online register at ahu.go.id publishes Perseroan Terbatas company profiles and is free to search. The interface is in Indonesian only, so use a browser translation. Search the exact PT name printed on your invoice. If nothing matches, ask the seller which legal entity you are actually contracting with.
What happens if the boat breaks down or the weather cancels the trip?
There is no single national rule, so this has to be in writing before you pay. Ask specifically whether the operator reroutes, delays departure, substitutes another vessel, or refunds pro rata. An operator running its own fleet can usually substitute a comparable hull. A reseller holding one contracted boat generally cannot.
Does EU package travel protection cover a charter booked direct in Indonesia?
Usually not. Article 17 of Directive 2015/2302 places insolvency protection on organisers established in an EU Member State, and a direct booking with an Indonesian operator normally falls outside that framework. Your card network becomes the practical protection instead, which is a strong reason to pay by card rather than by bank transfer.
Is the Komodo National Park ticket included in the charter price?
Often it is not, so confirm it in writing. The 2026 entrance ticket is IDR 650,000, roughly USD 40, and it is a dated ticket tied to a specific visit day. Ask who books it, whether it is invoiced with the charter or collected separately, and whether ranger and trekking fees sit inside that figure.
How far in advance should I book for July and August?
